Dobbs was born on September 24, 1945, in Childress County, Texas, in the United States. His father, Frank Dobbs, was a co-proprietor of a propane business, while his mother, Lydia Mae, worked as a clerk. His birthplace was in the United States.

Dobbs’s family ultimately settled in Rupert, Idaho, after the failure of his father’s propane business. Dobbs was twelve years old at the time.
